South East Wales Courts Board
The South East Wales Courts Board works with the Area Director, Alan Davies, to ensure that high standards of performance and service delivery are maintained across all the courts in the area. A particular concern is that the local needs of each court are taken into consideration and that the diverse needs of all court users are considered in the way the courts deliver their services.
The Courts Board has an independent, non-executive role, with a remit to ensure that the administration is meeting the needs of the communities they serve. The Courts Board has a particular interest in any planned changes to the way services are delivered and will seek to ensure that full and proper consultation takes place before any changes are made.
Specifically, the Courts Board:
- reviews the draft Business Plan for the Area and progress against its objectives
- makes recommendations for additional areas of action by the administration, based on community needs
- considers the overall provision of the court estate and its strategic development
- provides scrutiny and challenge on the performance of the courts
- ensures that the courts meet the needs of all communities within the Area
- encourages effective community engagement and the promotion of the courts' services.
The Courts Board aims to meet between four and six times a year.

Robert Derricott was appointed a Magistrate in 1993. He is a Non-Executive Member of Gwent Criminal Justice Board, Chairman of the South East Wales Courts Board and Vice-Chairman of Gwent Police Authority. He was awarded the OBE in 2006 for services to Criminal Justice in Gwent.
He is a retired member of the Royal Institute of British Architects and the Chartered Institute of Arbitrators and a Fellow of the Chartered Management Institute. He is a former director of Gwent Health Authority and of Newport and South Gloucestershire Councils and a former performance specialist with the Wales Audit Office.

Roy Ham is a retired senior Police Officer, having received experience in C.I.D, Special Branch, Training Departments and Prosecution Departments of the South Wales Police and as Chairman of the Chief Inspectors Board of the Police Federation. He is a Chartered Member of the British Institute of Management and gained a Diploma in Social Studies at Swansea University.
He is a member of the Management Committee of Victim Support at Neath and became the representative for Wales Victim Support. He was appointed Her Majesty’s Inspector to HM Crown Prosecution Service Inspectorate in London and carried out systematic inspections of the Magistrates and Crown Courts, CPS Departments in England and Wales with special remit for victim issues.

Philip Westwood has lived in Gwent all his life and worked throughout Wales in Personnel with what was then British Steel, retiring from his last post as Head of Personnel based at Port Talbot.
He is Chairman of Careers Wales Gwent and a former Chairman and a current Board Member of United Welsh Housing Association. He sits on Employment Tribunals and chairs the Professional Standards Committee for the Recruitment and Employment Confederation. He is also a member of the Gwent Board of the National Probation Service.
He lives in Penhow between Newport and Chepstow and is a former player, Chairman and now Life Member of Ebbw Vale R.F.C.

David Morris was born in Newport and commenced school at Griffithstown, Pontypool. His subsequent education was at schools in England and at Kings College, University of London (from where he obtained an LL.B degree in 1963).
He was called to the bar at Lincoln’s Inn, London in 1965 and commenced practice as a barrister in London before returning to Wales to join chambers in Cardiff in 1972. He remained in practice in Cardiff until his appointment as a Circuit Judge in 1994. He was Head of Chambers from 1984 to 1994 and the appointed Local Junior for Cardiff from 1986 to 1994. He was appointed as a part time Deputy Circuit Judge in 1978 and as a Recorder of the Crown Court in 1982. A Judicial member of the Gwent Probation Board since its creation in April 2001. He was formerly a member of the Gwent Probation Committee and of the Gwent Courts Board.
He is married with a married daughter and a grown up son and lives in Castleton between Newport and Cardiff. He remains the Honorary President of Pontypool R.F.C.

Geoff Bell was born and educated in Carlisle, Cumbria. He moved to South Wales in 1994. He was employed by Commercial Union Assurance for 17 years and by HSBC Bank PLC for 21 years before taking early retirement in June 2001.
Geoff has had a number of voluntary roles including Chair of the Board of Trustees of Brynawel House Alcohol Rehabilitation Centre and Voluntary Sector Non-Executive Member of Rhondda Cynon Taff Local Health Board in July 2006. He is a member of the Patient and Carer Network of the Royal College of Physicians and a member of the Patient Involvement Forum of Pontypridd and Rhondda NHS Trust.
He is married with three grown up daughters.

Gareth Morgan-Jones has been a magistrate for 34 years and member of the South Wales Magistrates’ Courts Committee. He served for three years as Chair of the Miskin Bench and Chair of the Family Court, having also served for 12 years on the Lord Chancellors Advisory Committee on the appointments of Justices of the Peace.
He was a member of the South Wales Probation Board for 6 years. Chair of the governing body of Treochy Comprehensive School and Vice-Chair of the governing body of Ysgol-y-Graig Primary School in Merthyr Tydfil, as well as a member of the Board of Tai Trothwy Cyf (Gwalia Housing Group).

Craig Lane is currently the operations manager of Newport Citizens Advice Bureau and has previously worked in several citizens advice bureaux in Cardiff including work as a debt adviser and an equalities trainer. He is Chair of the Citizens Advice Cymru Social Policy Strategy Group and is also a member of the Trustee Board of the National Association of Citizens Advice Bureau.
