Philip Lloyd
Philip Lloyd was appointed Director of Resources for HMCS in January 2005. He is a Fellow of the Chartered Institute of Management Accountants.
From 2000 Philip was the Director of Finance for the Learning and Skills Council, the largest Non-Departmental Public Body with an annual budget of £9 billion. Philip was responsible for establishing the finance function from scratch, when the LSC was created in April 2000. For his achievement at the LSC, Philip was awarded Accountancy Age's "Finance Director of the Year" in 2003, and in 2004 he won the joint National Audit Office/PwC award for Corporate Reporting.
Prior to the LSC, Philip worked in the NHS for seven years as a Director of Finance following a career in the private sector as a management consultant with the BDO Partnership.
